Starting from this November, every Monday the MOT is publishing on social media a map illustrating the reality of flows and cooperation in cross-border living areas.
The policy brief "Cross-border monitoring and observation in Europe" explores the main takeaways from research studies done at EU level, compiling the most relevant EU documents, and aims to support the upscaling of good practices for cross-border monitoring and observation to pan-European level.
Concrete expressions of the Aachen Treaty, two MORO* pilot projects on the Franco-German border aim to strengthen the cross-border dimension of territorial development practices, using an innovative method that has been widely tried out in Germany – the "Planspiel"**:
In early July, the European Court of Auditors published a report on the implementation of Interreg programmes. It highlighted that “the programmes have clear strategies for addressing the challenges facing the cross-border regions”, but that they are “limited [in their ability] to unlock the potential of these regions”.
This new observatory (French level) presented its preliminary findings at a webinar on 19 March, entitled “What is the impact of the Covid-19 crisis on territories’ economic and social dynamics?”, in which the MOT participated.
The Greater Region’s Geographical Information System and ATMO Grand Est have joined forces in order to develop an interactive map that makes it possible to check air quality across the whole of the cross-border territory of the Greater Region.
At a time when we are seeing fresh border closures, the MOT is proposing to take a step back and to analyse the first phase of the crisis and its impact on cross-border living areas.
The "Critical Dictionary of Borders, Cross-Border Cooperation and European Integration" has just been published: a major publication that contains 209 articles written by 124 authors from different countries and academic disciplines, accompanied by 66 original maps produced by the MOT.
While the crisis initially provoked uncoordinated border measures, it also revealed interdependencies and gave rise to multiple forms of cooperation and cross-border solidarity, which now need to be organised and strengthened by European and national public policies that take full account of the specific nature of cross-border territories.
The MOT has published an analysis of the consequences for cross-border territories of the health crisis – the result of a call for experiences issued to all of its members. Organised in three main parts, it aims to set out the impacts, difficulties and initiatives linked to the management of the Covid-19 health crisis in cross-border territories.
GeoRhena, the Upper Rhine geographic information system, has developed a simplified dynamic mapping tool that enables people to view and search for regularly updated data on developments in the Covid-19 epidemic in the Franco-German-Swiss trinational region.
The INTERACT programme offers training courses to players involved in the management of and decision-making for Interreg programmes. Jean Peyrony, the MOT’s Director-General, contributed to a training session devoted to the relevance and concepts of territoriality and functional areas in the upcoming 2021-2027 programming period, in which political objective 5 aims to give greater prominence to territorial strategies and action by local players.
On 5 and 6 December 2019 in Bonn (Germany), the German Federal Institute for Research on Building Urban Affairs and Spatial Development (BBSR) brought together the signatories of the "Memorandum for the creation of a European network for cross-border observation", representatives from Germany’s different borders (Statistics offices, local and regional authorities, ministries in charge of territorial cohesion, national bodies), as well as DG REGIO, the ESPON programme, and the MOT.
On 23 January 2020, the MOT took part in the conference "Spatial planning in the Franco-Swiss Jura Arc", held in La Chaux-de-Fonds (CH) within the framework of the Interreg V – ARC-AD programme. As well as being an opportunity to share views on spatial planning issues in the cross-border territory, the purpose of the conference was to present the ARC-AD tool, a decision-making tool designed to facilitate the coordination of territorial planning across the Jura Arc.
The Greater Geneva Cross-Border Statistical Observatory has just published its 2019 summary: “The Geneva cross-border area continues to see demographic and economic growth: demographic growth is strong in the Geneva cross-border area (1.6% annually between 2011 and 2016), and is significantly higher than both the Swiss and French averages (1.1% and 0.4% respectively). This large territory […] is now home to more than a million people.”
The ESPON programme has published its new report about Territorial Impact Assessment for Cross-Border Cooperation – TIA CBC.
At the 2019 edition of the European Week of Regions and Cities, which brought together over 9,000 participants in Brussels, the MOT ran a workshop entitled "No country is an island: joint cross-border strategies for a clean energy transition".
Cross-border integration in Europe is a complex and multifaceted process that has contrasting impacts on border regions. In this article, the authors provide, with the aid of statistical indicators, an analysis of cross-border integration along the EU’s internal borders, highlighting the similarities and discrepancies that can be observed between different territories.
Following the Communication "Boosting growth and cohesion in EU border regions” in September 2017, DG REGIO has been trying to identify existing cross-border information centres (Interreg funded or otherwise) that aim to give information to inhabitants who regularly cross a border, on topics such as work, tax and social security.
On 26 June 2019, the General Commission for Territorial Equality (CGET) hosted, with support from the MOT, another meeting of the Cross-Border Strategic Committee on observation (CSC).
In 2015, more than 360,000 inhabitants of border areas in France worked in a neighbouring country, near to the border. The economic dynamism of neighbouring countries such as Luxembourg, Switzerland and Monaco, together with the salaries offered, have encouraged working-age people living in France’s border areas to go and work there.
The Strasbourg Eurometropolis’s Development Council has conducted a survey of citizens on well-being across the whole of the cross-border metropolis. The survey is entitled “How are you?”.
At the end of 2017, 24,200 employees living in the Hauts-de-France Region worked abroad, principally in Belgium. They represent 1.6% of the region’s employees – five times less than in the Grand Est Region. Less favourable employment conditions, particularly with respect to tax, have now made Belgium less attractive than in the past.
The European Commission has published its 2018 report on intra-EU labour mobility. Data concerning cross-border workers are set out on pages 77-80 of the report, which records 1.9 million cross-border workers in 2017 (including EFTA countries as countries of residence and work).
ADEUS (the Strasbourg Conurbation Development and Urban Planning Agency) and the heads of the two cities on either side of the Rhine held a conference in Strasbourg on 27 February entitled: “What are the issues facing a cross-border metropolitan area Strasbourg- Karlsruhe and their Eurodistricts?”. The presentations are now available.
