Within the framework of the 11th World Urban Forum, which took place in Katowice on 26-30 June, the PFVT (the French platform for urban development internationally) has published 14 booklets produced by all of the stakeholders involved in the French partnership during an intensive period of work in 2021.
In January, the Conseil départemental des Pyrénées-Atlantiques and the Diputación Foral de Gipuzkoa launched a new experiment: a joint participatory budget, called ideaiak, to encourage inhabitants to develop projects that create links between the two territories.
What is the role of border areas with respect to European citizenship? How do local players respond to hosting displaced people in their territory? At the invitation of the Lille-Kortrijk-Tournai Eurometropolis Agency, the MOT went to Tournai on 25 May 2022 to take part in the launch of the first “European Citizens’ Space”.
Between late April and early May, three important topics for cross-border territories were the subject of discussions for the network’s working groups: the impact of cross-border projects on the environment; the issue of social security with respect to cross-border employment; and the definition and recognition of “cross-border living areas”. Below is a preliminary summary of the discussions.
On 9 May 2022, at the closing ceremony of the Conference on the Future of Europe, the three Presidents of the EU institutions, Roberta Metsola, President of the European Parliament, Ursula von der Leyen, President of the European Commission, and the French President, Emmanuel Macron, received the conference’s final report.
On 24-25 March 2022, at the invitation of the Nice Côte d’Azur Metropolis, the MOT had the pleasure of facilitating a Franco-Italian citizens’ forum against a very positive backdrop: the start of the European Year of Youth, the publication of the findings of the Conference on the Future of Europe, France’s presidency of the EU Council and the recent signing of the Quirinal Treaty between the two countries’ governments.
The Greater Region’s Cooperation Fund has been extended by the Greater Region Summit with a new call for projects. Its aim: "To bring the inhabitants of the Greater Region closer together and to enable them to experience the richness of exchanges across borders".
On 24 March, at the invitation of the Lille-Kortrijk-Tournai Eurometropolis, Thibault Devillard, policy officer at the MOT, took part in a discussion with the inhabitants of the Franco-Belgian territory.
After a preliminary study carried out in 2020,* the MOT has been commissioned by DG REGIO to conduct another study on the consequences of the pandemic and the impact of the measures taken by countries to combat it in cross-border territories**.
In order to answer the numerous questions about public services with a cross-border dimension from users of travelling and permanent "France Services" advice points run by the Nord Department, the latter commissioned the MOT to carry out an experimental study in 2021.
In January 2020, the association Young Europeans France created the "European Cities Label" with the aim of promoting European democracy and bringing the European spirit alive in cities, towns and villages.
AEBR and the European Commission’s DG REGIO have released a series of publications aiming at raising awareness of cross-border cooperation. These showcase relevant information gained through the implementation of the b-solutions initiative, which AEBR has managed on behalf of DG REGIO for the past four years.

The Occitanie Region, the Generalitat of Catalonia and the government of the Balearic Islands approved in Brussels on Thursday the creation of a Youth Parliament. An initiative of the Occitanie Region, and its Vice-President, Nadia Pellefigue, which holds the rotating presidency of the Euroregion until the end of the year. We may recall that 2022 is the "European Year of Youth".
Between June and September 2021, the MOT was commissioned by the Lille Metropolis Development and Urban Planning Agency (ADULM) to conduct an analysis of the consequences of the border restrictions in the territory of the Lille-Kortrijk-Tournai Eurometropolis. The aim was to identify the issues highlighted and revealed by the crisis and the brakes on/levers for the development of the cross-border territory.
On the initiative of the Lille-Kortrijk-Tournai Eurometropolis, the three EGTCs working along the Franco-Belgian border signed a memorandum addressed to France’s presidency of the EU.
From 1 January until 30 June 2022, France holds the presidency of the European Union Council, for the 13th time. At a press conference on 9 December, President Emmanuel Macron set out the presidency’s three main themes: "recovery", "power" and "belonging". On this last point, he emphasised that the feeling of belonging to the European region had "declined" in France, as in other EU countries.
The Alzette Belval EGTC has unveiled its new cross-border strategy for the next six years.
Launched in 2017 for a five-year period, the project “Civil Society in the Upper Rhine” presented its final assessment at the closing day held by the PAMINA Eurodistrict EGTC on 9 November 2021 in Lauterbourg. Funded within the framework of the Interreg VA Upper Rhine programme, it aimed to “involve civil society players more in the joint construction of cross-border daily life”.
The four roundtables held during the MOT’s annual event on 21-22 September gave rise to rich discussions among the 200 participants present in Morteau and La Chaux-de-Fonds.
The Conference on the Future of Europe, launched on 9 May 2021, is an unprecedented exercise in participatory democracy open to all the citizens of the 27 Member States. An interactive and multilingual digital platform enables everyone to take part in the discussions, express ideas and organise events.
At a time when the pandemic is on the rise again in Europe and health measures are being strengthened on both sides of the Rhine, the European Territorial Authority of Alsace and the Grand Est Region, in cooperation with the Centre Européen de la Consommation (European Centre for Consumer Protection) and the INFOBEST network, have made available a digital tool to aid with crossing borders.
At the research seminar "The model of the Franco-German border – Reconciliation, cooperation, integration", organised by the Jean Monnet FRONTEM network, a "Manifesto on the future of cross-border cooperation in Europe", addressed to France’s presidency of the EU, and to the Conference on the Future of Europe, was published.
In the presence of Joël Giraud, Minister of State for Rural Affairs under the Minister for Territorial Cohesion and Relations with Local Government, more than a hundred participants from all of France’s borders gathered for the MOT’s general assembly on 21-22 September in Morteau and La Chaux-de-Fonds, at the invitation of the Doubs Urban Conurbation.
