    Identifying the obstacles to cross-border cooperation

    With a view to its presidency of the EU Council in the second half of 2015, the Grand-Duchy of Luxembourg has placed the clearing of obstacles to cross-border cooperation at the centre of its priorities. A member of the MOT, the Grand-Duchy commissioned it to provide assistance, generating input for one of three technical seminars which took place on 19 May 2015 in Luxembourg City in preparation of its presidency.     Etienne Blanc, MP for the Ain Department and first Vice-President of the French Geneva area Regional Cooperation Assembly (ARC), submitted an amendment to the "NOTRe" draft legislation (in France) to enable border metropolitan conurbations of member countries of the Council of Europe, such as the Swiss Confederation, to participate in a Euroregional Cooperation Grouping (EGC).

    The MOT produced a guidebook entitled “The legal framework for cross-border cooperation. The legal instruments available to cross-border projects” which is aimed at helping cooperation practitioners to choose the legal form that is most appropriate for their needs. The document is available in six languages: French, English, German, Italian, Spanish, Dutch.

    On 17 December 2013, the European Parliament and the European Council approved Regulation 1302/2013 concerning European Groupings of Territorial Cooperation (EGTCs). This new regulation introduces a series of amendments to Regulation 1082/2006, which forms the legal basis for EGTCs. It will help to clarify, simplify and improve the establishment and functioning of EGTCs.

    The seminar on legal instruments for cross-border projects organised by the MOT on 29 October 2013 in Lille (at the Nord-Pas de Calais Conseil Régional) brought together nearly 70 French, Belgian and English players involved in cross-border cooperation.

    In a dynamic context of reform - redefinition of cross-border policy and decentralisation process in France, preparation of the 2014-2020 programmes at European level - the MOT has produced a methodological guidebook aimed at improving articulation between cohesion policy, governance structures and cross-border territorial approaches.

    The 10th edition of the Open Days, the European week of Regions and Cities, took place from 8 to 11 October 2012 in Brussels, bringing together more than 5600 persons from all over Europe. The MOT had a strong presence throughout the week. In particular, it organised a workshop on “Building cross-border territories by using tools for integrated local development: good practices and future developments in the 2014-2020 period”.
