    Residence allowance extended to civil servants in the border region with Switzerland

    The new allowance designed to protect the purchasing power of civil servants in the Franco-Swiss cross-border area, announced on September 28th, 2023 by Stanislas Guerini, the French Minister for Transformation and the Civil Service, was extended on December 12th to 133 municipalities, instead of the 61 initially announced.

    Switzerland employs over 180,000 French cross-border commuters. Salaries are among the highest in Europe. This high level of attractiveness is having a major impact on the French side of the border, in areas such as Pays de Gex in Ain and Annemasse in Haute-Savoie, where salaries cannot keep up: high living costs, strong pressure on property prices, job vacancies in the public sector, etc. The consequences - which are not new - are numerous and complicated to resolve.

An entire chapter is devoted to cross-border issues, with a contribution from Aurélien Biscaut, Secretary General of the MOT.

    In border areas, living and employment areas are closely intertwined. Differences between planning tools and the organisation of the relevant authorities can hamper integrated regional development. These issues were at the heart of "MORO," a Franco-German spatial planning pilot project. In order to report on the results of this project, the ANCT and the MOT are organising a webinar on 1 December entitled "How to move forward with spatial planning in border areas".

    On October 6th and 7th, the Assises Nationales du Foncier et des Territoires were held in Nancy. Aimed at discussing land issues in all their aspects, from upstream to downstream and from strategy to implementation, they brought together nearly 600 people, elected representatives and professionals, from both public and private sectors, for conferences, workshops and round tables, in 11 thematic sessions.

    A large proportion of new urbanisation is concentrated in areas, more or less densely spread out, located on the edges of major urban conurbations. This phenomenon of "scattered" urbanisation encompasses scenarios as varied as the construction of periurban housing estates on the outskirts of big cities, the setting-up of economic activities far from urban centres and the development of small rural towns between two conurbations.

    The Greater Geneva Cross-Border Statistical Observatory has just published its 2019 summary: “The Geneva cross-border area continues to see demographic and economic growth: demographic growth is strong in the Geneva cross-border area (1.6% annually between 2011 and 2016), and is significantly higher than both the Swiss and French averages (1.1% and 0.4% respectively). This large territory […] is now home to more than a million people.”
