Kick-off of the Observ'Alp project: towards the first cross-border observation system between France, Italy and Monaco?

On December 4th and 5th, 2023, the partners of Observ'Alp, a project selected as part of the Interreg ALCOTRA program, met in Nice to discuss their work which will unfold over the next two years.

Observ'Alp aims to set up the first system for observing and sharing territorial data and digital services between border territories, and more specifically between France, Italy and the Principality of Monaco. The data will cover many areas that shape life on both sides of the border, from mobility and employment to natural hazards and biodiversity.

The project is led by the Région Sud Provence Alpes Côte d'Azur, and consists of a Franco-Italo-Monegasque partnership involving the Italian Regions of Piedmont and Liguria, the Metropolises of Nice and Turin, and the MOT, with the support of the Principality of Monaco and the Metropolis of Genoa.

The two days in Nice began with a kick-off between the partners to discuss the work done thus far and establish the project's next steps. This kick-off was followed by the first meeting of the " Committee of Collective Intelligence " (Comité d'Intelligence Collective, CIC), a key element of the project. Led by MOT, it will support the project by bringing together other partners to share expertise and provide data. This committee will remain flexible and evolve according to the needs of the project.

To close the discussions, Laurence Boetti-Forestier, regional councillor for the Alpes-Maritimes department in the Southern Region of France, and Laurence Navalesi, councillor for the city and the Metropole of Nice, underlined the importance of such an initiative: "Observ'Alp represents a territorial project that will benefit everyone, strengthening cooperation and coherence between countries by feeding a chain of knowledge that is incomplete today". In the context of the Quirinal Treaty, proposed revisions to the Schengen Code and the 3DS law, the results of the Observ'Alp project are intended to be long-lasting, and to provide a better understanding of this border beyond the duration of the project.
