EURegionsWeek - Cross-border transformations in the world of (tele)work

Each year, the European Week of Regions and Cities brings together a diverse community of participants for the largest event in Brussels dedicated to cohesion policy. This year's event took place from October 9th to 12th. The MOT organized a workshop on cross-border teleworking and its impact on border regions.

This subject is particularly relevant in the context of the COVID crisis, during which derogations allowed full-time teleworking without affecting either the social security system or the taxation of the workers concerned. Moderated by Martín Guillermo Ramírez, Secretary General of AEBR, the workshop discussions focused on the fiscal, legal and logistical challenges of this evolution in the world of work, and the need for a holistic and flexible approach, well adapted to each territory, to deal with them. This is essential for the borders of European Union countries, such as the Franco-German border, represented by Frédéric Siebenhaar of the PAMINA Eurodistrict EGTC, but also for the border between the Republic of Ireland and Northern Ireland, which, as Annmarie O'kane of the Center for Cross Border Studies explained, has to deal with the added complexity of the repercussions of Brexit.

In France, as MOT Secretary General Aurélien Biscaut pointed out, no border is comparable. A study [FR] published by the MOT in May 2022 offers an overview of cross-border teleworking following the health crisis and proposes recommendations by border. This work has highlighted the impact of teleworking, which continues to this day, in cross-border regions. Now more than ever, the direct effect on cross-border workers and employment areas requires action at bilateral and European levels to promote a long-term reorganization of cross-border working. Faced with these developments, as Martín Guillermo Ramírez stated in closing remarks, "Europe must react".
