Franco-German-Luxembourg development of the Moselle Valley

As part of the partnership between the MOT and the Grand Duchy of Luxembourg, represented by its Department of Spatial Planning, the MOT led a Franco-German-Luxembourgian cross-border workshop on January 31st 2024 at the Maison de la Nature du Pays de Sierck (Moselle).

The aim of the workshop was to define the priority cooperation issues for the Upper Moselle Valley cross-border territory shared by the French and German-Luxembourgian stakeholders of the Upper Moselle Valley Development Concept, known as "EOM" (Entwicklungskonzept Oberes Moseltal).

Following the work undertaken by the MOT for the Bouzonvillois Trois Frontières Community of Communes (CCB3F) in 2022 as part of the Small Towns of Tomorrow programme, which enabled the CCB3F to strengthen dialogue with its border partners and develop an overall strategic cross-border vision of the territory, initial cooperation links have been established between the local authority and the regional management of the EOM.

Since then, a potential extension of the German-Luxembourgian EOM to French territory has been studied. To this end, the North Lorraine Urban Planning and Sustainable Development Agency (AGAPE) (commissioned by CCB3F) and LISER (commissioned by the Luxembourg Department of Spatial Planning) have carried out a territorial analysis of the potential extension of the EOM on the French side.

On the basis of this diagnosis, which was presented as a preamble to the workshop, the MOT led two working groups: one dedicated to German-Luxembourgian EOM stakeholders, the other to "potential" French EOM stakeholders. This workshop format made it possible to identify the differences and possible synergies between German-Luxembourgian actors and French actors in their perception of the priority cooperation issues for the cross-border territory of the Upper Moselle Valley.
This workshop will provide guidance on the type of Franco-German-Luxembourgian cooperation projects that could emerge as part of the potential extension of the EOM to the French side.
