The move to cooperation

Cooperation between the two cities was launched with the construction plans for the Øresund bridge-tunnel, adopted in 1993 by the Danish and Swedish governments. This link was originally intended to cross the strait between Helsingör (Denmark) and Helsingborg (Sweden), where it is only 4 km wide. However, following studies on the potential impact on the environment, water and air and the consideration of spatial planning objectives, the authorities chose instead to establish the link between Copenhagen and Malmö. A cross-border environmental plan was thus adopted.

In anticipation of the creation of this fixed link between Denmark and Sweden, the Øresund Committee was established. It is a political forum bringing together the national, regional and local authorities, with its own technical team in charge of coordinating cross-border cooperation projects.
