Towards the definition of a French-Italian-Monegasque living area?

On June 19th and 20th, 2023, the first symposium on Italo-French cross-border cooperation was held in Menton, organised by researchers from the CNR-ISSIRFA and the CERDAFF-DITER. It brought together a large number of academics, technicians, and politicians to discuss the challenges of Italo-French cross-border cooperation.

The first session on the morning of Monday, June 19th was reserved for a technical workshop run by the MOT as part of its "cross-border living areas" experiment, of which France-Italy-Monaco is one of the five pilot sites. This "territorial brainstorming" brought together some forty French, Italian and Monegasque technicians and academics to discuss the characterisation and representation of what constitutes their living area in terms of services and facilities for everyday life. The brainstorming concluded with workshops on the themes of cross-border public services and cross-border mobility, where participants were able to identify the levers for action that will drive the rest of the experiment.

The subsequent sessions of the symposium, in which the MOT played an active part, involved exchanges between the elected representatives of the border municipalities and the ambassadors for cross-border cooperation from the two countries. On June 20th, a session dedicated to sharing experiences between EGTCs on the French and Italian borders highlighted the advantages and specific features of this instrument under European law.

Project for a new EGTC

On the same occasion, at a press conference, the president of the French Riviera Conurbation Community, Yves Juhel, expressed his desire to move forward with the establishment of a local EGTC in conjunction with neighbouring border municipalities, including the town of Sanremo, and with the technical support of the MOT.

Finally, on June 21st, a one-day training course offered by the CNFPT for local authority executives, entitled "Franco-Italian perspectives: reforms, territories and cooperation", rounded off this three-day immersion into local Franco-Italian cooperation, enriched by testimonies from technicians from both countries on the differences between how French and Italian local authorities operate.
