The ‘Amiel’ Act on housing for public servants: the MOT’s position

The bill aimed at improving access to housing for public servants, which was passed by the Senate, in France, on 30 March before being returned to the National Assembly, addresses a growing challenge: enabling essential workers (teachers, healthcare professionals, law enforcement officers, etc.) to find housing close to their place of work.
Tensions in border regions
In cross-border regions, these pressures are even more acute. Wage disparities with neighbouring countries are intensifying pressure on housing markets and gradually pushing public sector workers further away from their workplaces, thereby undermining the delivery of essential local public services.
The MOT welcomes this important step forward, while calling for the French legislation to be adapted to local realities:
- expanding the scope of eligible beneficiaries;
- increasing the supply of available housing;
- better integrating cross-border dynamics;
- securing career paths for public sector workers.
A comprehensive approach combining housing, employment and cross-border cooperation is essential.
