The Cour des comptes’ annual report highlights the importance of cross-border cooperation
The report highlights the complex interrelationships between the multitude of public actors and thus underscores the gradual loss of a coordinated strategic vision. In light of this, the Cour des comptes advocates the adoption of a shared national approach to territorial development, which would enable better coordination between central government and local actors, as well as more effective targeting of the redistribution of financial resources.
The cross-border and European dimension highlighted
The Cour des comptes emphasises that the national strategy must be “better aligned with the European Union’s regional policy, and indeed with that of neighbouring countries” so as not to “put pressure on border areas”. In this regard, it cites the Alzette-Belval project of national interest, “which enables the economic and urban regeneration of Northern Lorraine to be aligned with the strong expansion currently being experienced by the Grand Duchy of Luxembourg”. More generally, the Cour des comptes recommends taking the European level into account by developing “a forward-looking vision and shared objectives for the future of French territories within the European Union”.
