Cross-border medical emergencies: Jean-Louis Valls looks back on the first agreement between France and Spain

Jean-Louis Valls, Director of the Pyrenees Working Community, highlights a specific obstacle to cross-border cooperation in the field of healthcare in an interview for “Border Focal Point Network”, the European Commission’s platform: the inability of ambulances and medical teams to cross the French-Spanish border to provide emergency assistance in the neighbouring country.

Thanks to the European b-solutions initiative, several years of work have led to the signing of an initial agreement between the Occitanie Regional Health Agency (ARS) and CatSalut on November 6^th, 2025.
