Cross-border lines in the national reopening plan proposed by the National Federation of Transport User Associations (FNAUT, France)

In November 2025, the National Federation of Transport User Associations (FNAUT) issued a proposal for a "National Plan for the Reopening of Railway Lines". This project aims to reopen 49 priority lines, ranging from 7 to 90 km in length, for a total of 1,624 km of lines across mainland France.
Several cross-border lines
Several cross-border lines could benefit from European co-financing and funding from beneficiary border states, such as the Pau-Canfranc (FR-ES) and Belfort-Delle (FR-CH) lines. This project would notably enable the extension of the Tonkin line, which is used by the Léman Express, and the extension of the Fontoy-Luxembourg line, thereby improving mobility for cross-border workers and reducing road congestion.
