‘The Brussels Pledge’: a European manifesto for the Union’s founding values

This text builds on the “Dunkirk Call” launched in 2025 and supported by the “Villes Mémoires network”, which brings together European regions marked by war or historical trauma. It encourages local authorities to strengthen dialogue among young people, foster solidarity between cities, and promote a culture of peace.

Beyond the declaration, signatories are invited to implement concrete actions: protecting populations, fostering cooperation between European and neighbouring cities, and contributing to a more resilient, united and peaceful Europe.

For its proponents, cities and regions play a central role in defending European democracy, inclusion and the rule of law, particularly in the face of contemporary crises.

In this context, this initiative resonates strongly with the dynamics of territorial and cross-border cooperation, which lie at the heart of the MOT’s activities.
