“Fair Labour Mobility Package”: Europe makes cross-border workers more mobile

The “Fair Labour Mobility Package” was adopted on 21 September 2026, by the European Commission with a clear objective: to modernize and strengthen the frameworks governing cross-border work. The idea is to further facilitate worker mobility from one country to another by harmonizing their rights and skills, while simplifying the search for and access to employment. In particular, this would help strengthen ties within cross-border regions, while making life easier for workers who cross the border every day.

Among the proposed measures, three points in particular are innovative:

  • The creation of the European Social Security Pass (ESSPASS), a European digital identity wallet, to facilitate the management and portability of social rights.
  • The Skills Portability Act, which introduces a standardized digital format for the recognition of qualifications across countries.
  • The modernization of the recognition of professional qualifications through mandatory digital procedures.
