Quantitative and qualitative observation

The observation of cross-border territories is first and foremost quantitative: it is based on national statistical systems, modes of data collection and indicators, the differences in whose definition, reporting periods and geographical detail of observation make it very difficult to compare those on either side of a given border, and which, embedded within their national territories, too often ignore the cross-border flows that create new functional areas.

The observation must also be qualitative: analysis of modes of cooperation, multi-criteria analysis of cross-border projects and topics, etc., and analysis of the political, administrative and cultural systems that encounter one another at the border and that need to be matched up.
