An ambitious European budget for cross-border cooperation
September 2025
The European Commission has presented its proposal for a multiannual financial framework for 2028–2034, with a budget of €2 trillion: €10.26 billion is earmarked for Interreg programs. A new feature is the introduction of 27 “national and regional partnership plans.” This structure opens new opportunities for incorporating cross-border priorities into development strategies.
The modernized cohesion policy provides for more than €450 billion in investments for regions, including those located on borders. The text also emphasizes connectivity (rail, energy) and links with islands and outermost regions.
Finally, a new €8.7 billion “EU Facility” will support social innovation, interregional cooperation, and resilience to crises.
