How is a cross-border project - bringing together territorial authorities, their groupings and any other public or private entity from different countries - achieved? The MOT has been working since January 2000 toward the formation of a legal "toolbox" based on the field experience that it has described and analysed.

Review and lessons learned from two years of crisis management at European borders

The MOT study for DG REGIO assesses two years of pandemic-related border management and its impact on border regions; and makes recommendations for future management, also taking into account the current revision of the Schengen Borders Code. It updates the report "The effects of COVID-19 induced border closures on cross-border regions," published in January 2021.

Cross-border Cooperation : Obstacles to Overcome

In the framework of its presidency of the EU Council in the second half of 2015, the Grand-Duchy of Luxembourg placed the clearing of obstacles to cross-border cooperation at the centre of its priorities. A member of the MOT, the Grand-Duchy commissioned it to produce an analysis of the legal obstacles preventing or threatening the implementation of cross-border projects, along with potential solutions that might involve the introduction of a new European legal instrument.
