Context

Mr. Michael SCHNEIDER is the rapporteur of the European Committee of the Regions’ own-initiative opinion on “The analysis of territorial impacts.” This opinion examined the European Commission services’ working document on territorial impact analysis: operational guidance on how to assess regional and local impacts within the Commission’s impact assessment system, SWD (2013) 3 final. This questionnaire presents important questions for the Committee of the Regions and aimed to contribute to the preparation of the own-initiative opinion on territorial impact analysis.

Cross-border Cooperation : Obstacles to Overcome

In the framework of its presidency of the EU Council in the second half of 2015, the Grand-Duchy of Luxembourg placed the clearing of obstacles to cross-border cooperation at the centre of its priorities. A member of the MOT, the Grand-Duchy commissioned it to produce an analysis of the legal obstacles preventing or threatening the implementation of cross-border projects, along with potential solutions that might involve the introduction of a new European legal instrument.

N°8 – Civil society and cross-border cooperation

The question of the role of civil society in cross-border cooperation is crucial. It is a return to the sources, an increasing awareness of the very purpose of cross-border cooperation and, in a broader sense, of the construction of Europe. The topic covers civil society both as a player in cross-border cooperation and as a recipient of public-sector projects or a consumer of cultural and information provision.
