French-German MORO pilot project
Presentation of the MORO project or how to strengthen territorial development and spatial planning in the border regions of France and Germany
The MORO project is a Franco-German bilateral project that aimed to study how the territorial development of border regions can be made more coherent using the German Planspiel method among planning and territorial development officials in Germany and France. It took place from 2020 to December 2023.
Two Franco-German “Planspiele,” one in the Upper Rhine region and one in the Greater Region, allowed for exploring how the territorial development of border regions can be better organized and gain a more engaging character. They took place in the fall of 2021. The method used is inspired by the German “Planspiel,” an experimental format using “role-playing games” that allow both proposing innovative solutions meeting common objectives and formulating recommendations. At the same time, the project foresees the implementation of a “consultation-action”.
The overall approach was led, on the French side, by the National Agency for Territorial Cohesion (ANCT) and the Grand Est Region, and on the German side, by the Federal Ministry of the Interior, Building and Community (Bundesministerium des Innern, für Bau und Heimat (BMI)) as well as by the Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR: Bundesinstitut für Bau-, Stadt- und Raumforschung), and the Saarbrücken Regional Planning Association (Regionalverband Saarbrücken).
