What is a European Grouping of Territorial Cooperation (EGTC)?

The European Grouping of Territorial Cooperation (EGTC) was created by the European Union in 2006 and simplified in 2013 to facilitate its establishment and operation.

It allows public or private actors from different EU countries to cooperate across borders: cross-border, transnational, or interregional projects. It can manage facilities, public services, infrastructure, or shared governance initiatives.

It is an autonomous, lasting structure, subject to the law of the country where its headquarters are located. It can be of public or private law depending on the wishes of its members.

The EGTC is aimed at states, local authorities, public institutions, public enterprises, or organizations carrying out public interest missions, as well as the associations grouping them.

Each member state must legally regulate the EGTCs established on its territory and ensure their oversight.
