The European Committee of the Regions’ annual report emphasizes cross-border cooperation
November 2025
The European Committee of the Regions has published its annual report on the situation of regions and cities in the European Union. This report places particular emphasis on cross-border cooperation, highlighting its role in territorial cohesion, the energy transition, and security.
Across its 86 pages, the report aims to showcase the richness and diversity of local realities in Europe, placing cross-border territories at the heart of European energy, climate, and security programs. It draws parallels between the pressures facing cross-border regions—housing, climate, demographics, mobility, the economy, and more—and the driving role played by local communities in addressing them. It also underscores the need to strengthen mobility by better connecting long-distance corridors to local transport, particularly in isolated areas.
