The Single Market and Customs Program (2028-2034), a source of funding for cross-border cooperation

On September 3, 2025, the European Commission adopted a second package of seven sectoral proposals aimed at completing the framework for the EU’s next long-term budget (2028-2034). It emphasizes that among these, the Single Market and Customs Program (2028-2034) aims to “deepen integration and strengthen resilience across the EU by promoting the completion of the single market, removing cross-border barriers, and encouraging closer cooperation between national administrations.”

With a budget of €6.2 billion, it brings together several instruments to support the free movement of people, goods, and services. In particular, it finances:

  • cross-border cooperation between Member States and digital solutions to strengthen administrative capacities;
  • cross-border data exchange and the fight against fraud;
  • synergy with other European programs such as Erasmus+, CEF, and ESF+.
