Introduction
On January 22, 1963, General de Gaulle and Chancellor Adenauer signed the Élysée Treaty, cementing the irrevocable commitment of France and Germany to peace, the friendship of their peoples, and Europe. On January 22, 2019, a new cooperation treaty was signed in Aachen to facilitate cooperation and integration between the two countries. In 1975, the Franco-German-Swiss intergovernmental agreement in Bonn established an intergovernmental commission responsible for facilitating the study and resolution of cross-border issues. Since that agreement, the Franco-German border has been the subject of intense and highly advanced cross-border cooperation.
Franco-German cooperation is structured around two areas: the Upper Rhine area within the Rhine basin and the Greater Region area within the Moselle and Saar basins. The cooperation bodies thus extend far beyond the Franco-German border, encompassing Switzerland for the Upper Rhine, Luxembourg, and Belgium for the Greater Region. Both areas have cooperation bodies and active actors at the cross-border level, but also at the regional and local levels.
