France-Luxembourg: a plea to ‘end cross-border inequalities’
“Four inter-municipal communities in northern Lorraine are among the top ten most unequal regions in France, with a growing gap between the highest and lowest salaries. While the Luxembourg labour market continues to expand, with an additional 50,000 cross-border workers expected by 2035, the labour market in the French border regions is in crisis. These phenomena have a direct impact on transport, housing, the local economy and, more generally, on the quality of life and public services managed by local authorities, which are faced with a population explosion without financial compensation or tax revenue.”
For Vincent Hamen, Deputy Vice-President for Cross-Border and International Relations: “There is an urgent need to respond to the expectations of our fellow citizens. We call on the French State and demand fair financial compensation, based on the model of the agreements between France and the canton of Geneva in Switzerland.“
Eighth Intergovernmental Commission (IGC) France-Luxembourg
This report fuelled discussions at the 8th France-Luxembourg Intergovernmental Commission (CIG) meeting on 11 December 2025 in Luxembourg City. It calls for strengthening the role of local authorities within the CIG, establishing a binding decision-making timetable, investing in transport infrastructure and public facilities, giving greater consideration to the ecological transition in discussions, and appointing an interministerial delegate for cross-border issues.
