Franco-German Ministerial Council: a cross-border roadmap to address everyday challenges

At the Franco-German Ministerial Council held on 29 August 2025 in Toulon, Benjamin Haddad, Minister Delegate for Europe (FR), and Gunther Krichbaum, Deputy Minister for European Affairs (DE), signed a roadmap entitled ‘Towards deeper Franco-German cross-border relations’, affirming their commitment to providing concrete responses to the challenges faced by residents of border regions.

The following are mentioned:

– border controls
– vocational training for young people and cross-border apprenticeships
– the posting of cross-border workers in order to facilitate this system, which is often complex and poorly understood
– mobility (particularly rail)
– access to healthcare for cross-border workers
– consideration in legislation: ‘We will ensure that draft legislation in both our countries takes better account of the specific characteristics of the border area.’ ‘We will be vigilant in ensuring that a “cross-border reflex” is adopted in the drafting of bills, based on the cross-border impact analysis developed by the CCT in conjunction with experts on border issues.’
