The Observ’Alp project, selected under the Interreg ALCOTRA program, aimed to establish the first system for observing, sharing territorial data, and providing digital services between border territories, particularly between France, Italy, and the Principality of Monaco. The data processed covered numerous areas that shape life on both sides of the border, ranging from mobility and employment to natural risks and biodiversity.

To achieve this, four work packages were assigned to the partners, covering project governance and administrative management, communication, the collection and compilation of cross-border data, and the open storage of data and cross-border experimentation. Steering committee meetings were planned four times over the two years of the project. Additionally, the project planned to establish a Collective Intelligence Committee (CIC). Led by the MOT, it supported the project by bringing together other partners to share their expertise and provide data. This committee, whose first meeting took place in December 2023 at the launch of the project, remained flexible and evolved according to the project’s needs.
