Project objectives

The aim of the project is to launch the development of a SaarMoselle cross-border agglomeration project, as set out in the Eurodistrict’s 2027 territorial strategy. This process is a response to a specific problem in terms of spatial planning: despite the existence of an uninterrupted urban area between Saarbrücken and the neighbouring French municipalities, the absence of a natural border and the presence of a catchment area (where people work, consume, receive healthcare and enjoy leisure activities on both sides of the border), urban planning competences and strategies come to an abrupt halt at the border.

In order to lay the foundations for cross-border synchronisation of territorial development, the PRISMA project aims to analyse existing spatial planning data and practices on both sides of the border, ‘as if through a prism in order to reveal all its facets’.

The role of the MOT

As the leader of a working module, the MOT coordinates the PRISMA project’s strategic group. This group brings the partners together several times a year to ensure a common understanding of the key issues and priorities of the agglomeration project.
