Identification of the legal framework

Local authorities’ room for manoeuvre with respect to cross-border cooperation varies from one border to another. It depends on local authorities’ institutional ability to sign cooperation agreements with other local authorities, their competence to regulate in the areas of cooperation (depending on how advanced the process of decentralisation is), the permeability of domestic law as well as the existence of intergovernmental accords that set out mechanisms for cooperation.

Legal frameworks for cross-border cooperation

Players involved in cooperation will find legal tools available in domestic law, bilateral agreements and EU law to formalise their cooperation initiatives.
