Overview

Situated on either side of the border between Estonia and Latvia, the two towns of Valga and Valka have engaged in close cooperation in order to form a cross-border conurbation. This desire is the result of a geographical reality (the two towns are adjoining), as well as a historical one. Forming a single town before the First World War, the conurbation was divided in 1919, and then was reunified for a period of fifty years under Soviet occupation. The re-establishment of the border in 1991 led to a new partition of the conurbation. The two towns are now looking to construct a new identity together through cross-border cooperation.
