The Eurodistrict PAMINA took the form of a Groupement local de coopération transfrontalière (Local grouping for cross-border cooperation – GLCT) in 2003 on the basis of the Karlsruhe Accord, and became an European Grouping of Territorial Cooperation (EGTC) in 2017. The cooperation between the three constituent territories (Southern Palatinate, Central Upper Rhine and Northern Alsace) began in the early 1960s. The partners encourage cross-border cooperation in many fields with the goal of taking action closest to the needs of the communes and their inhabitants (notably with funds allocated to micro-projects).
