    Stalled for three years in the Council, the legislative proposal for a "mechanism to remove legal and administrative obstacles in a cross-border context", initiated by the European Commission, has now been relaunched. The Parliament asks the Commission to present a revised legislative proposal. The Commission has three months to respond.

    In this collection, 22 authors from a wide range of backgrounds were invited to answer key questions to fuel debate in the run-up to Luxembourg's parliamentary elections in October 2023, and beyond, in order to shed light on the country's major challenges. An entire chapter is devoted to cross-border issues, with a contribution from Aurélien Biscaut, Secretary General of the MOT.

    In border areas, living and employment areas are closely intertwined. Differences between planning tools and the organisation of the relevant authorities can hamper integrated regional development. These issues were at the heart of "MORO," a Franco-German spatial planning pilot project. In order to report on the results of this project, the ANCT and the MOT are organising a webinar on 1 December entitled "How to move forward with spatial planning in border areas".

    On September 5th, 2023, the Commission adopted a proposal aimed at facilitating the cross-border activities of non-profit associations in the European Union. The proposal aims to introduce a "legal form of a European cross-border association (ECBA)".

    At the end of 2022, the European Territorial Authority of Alsace adopted an "Alsace cross-border cooperation plan". In June 2023 it launched a "cross-border cooperation fund" to help finance the projects included in this plan, as well as other projects with a cross-border impact.

    In June 2020, the Grand Duchy of Luxembourg launched an innovative process: "Luxembourg in transition – Territorial visions for a zero-carbon and resilient future for the functional Luxembourg region". Its aim was to bring together strategic proposals for spatial planning and produce scenarios for ecological transition by 2050 for the Grand Duchy of Luxembourg and its border territories.

    A meeting between Christian Estrosi, mayor of Nice and president of the Nice Côte d'Azur Metropolitan Area, and Claudio Scajola, mayor of Imperia and president of the Province of Imperia, on the 19th of May in Nice, provided an opportunity to present a cross-border coastal development programme between the Nice Côte d'Azur Metropolitan Area and the Province of Imperia, and another programme focusing on the mountains between the Vésubie and Tinée valleys and the neighbouring valleys of the Provinces of Imperia and Cuneo.

    Since 2007, the "Targeted Analyses" of the ESPON programme have supported the process of territorial development in Europe, at local, regional and national levels. These analyses include sound methodologies and scientific expertise to provide tailor-made analytical studies to support territorial decision-making. The new call for proposals for the ESPON 2030 Programme is open until June 23rd 2023!

    Cross-border obstacles affect the daily development of cross-border living areas and services dedicated to their inhabitants. The reduction of these obstacles requires a high degree of cooperation between Member States. That is why, in 2018, the European Commission proposed a tool, the "European Cross-Border Mechanism" (ECBM), dedicated to the resolution of cross-border legal and administrative obstacles. But the Commission's proposal for a regulation on this tool is currently stalled at the Council.

    The Treaty of Aachen mandated the Franco-German Cross-Border Cooperation Committee (CBC) to analyse the impact of legislation on border regions, with the aim of avoiding "the emergence of new legal difficulties in everyday cross-border life".
