The Cross-Border Project

A cross-border project is a project driven by partners from two or more neighbouring countries, with common objectives and a common management structure.

A cross-border project may concern a one-off action such as the creation of facilities or an economic-promotion action. It may also be more global in scope, and cover many or all of the fields in which actions are undertaken in the territory concerned (employment and training, transport, culture, economic development, environment, tourism and natural spaces). In such cases, the term "territorial project" applies.

The drawing up and implementation of each cross-border project involve successive phases. Legal structures are not automatically set up for every occasion that requires consultation or collaboration between local players, the definition of challenges and objectives, or the execution of preliminary studies.

The creation of such structures is, however, generally necessary during the implementation phase. In such cases, various types of legal structures may be used (e.g. non-profit association, European economic interest grouping (EEIG), local semi-public company or SEML (société d'économie mixte locale), local cross-border cooperation grouping, european groupin of territorial cooperation (EGTC), the new european tool for territorial cooperation).

This database does not aim to be exhaustive. The number of existing projects would make such an aim difficult to achieve. There are many selection criteria: project progress, project originality and the need for diversity of themes and territories.
