  Commissioner Hubner presents her report on the results and achievements of the European Union´s Regional Policy over 2004-2009. This 28-page report provides an overview of the main results of Regional Policy initiatives since 2004. Its Chapter 3 "Preparing the ground for the future Regional Policy" presents the main initiatives and concepts currently in discussion in view of preparing the post 2013 period. It restates the "need to reinforce territorial cooperation and networking among the regions", expressed by Commissioner Hubner in the Reflection Paper on the future of Regional Policy of April 2009.

  The White Paper forms part of a proactive political approach to “Building Europe in partnership” and sets two main strategic objectives: encouraging participation in the European process and reinforcing the efficiency of Community action.
  


• Barca report - an agenda for a reformed cohesion policy

  To contribute to the debate on future cohesion policy, Commissioner Danuta Hübner has asked Dr. Fabrizio Barca (Director General, Ministry of Economy & Finance, Italy) to prepare an independent report containing an assessment of the effectiveness of cohesion policy to date as well as a series of proposals how to reform cohesion policy for the period post 2013. The report discusses the economic rationale and motivation of an EU place based development policy and provides an assessment of EU cohesion policy. In addition it identifies a limited number of core priorities on which to focus cohesion policy. Finally, it presents recommendations on key pillars of cohesion policy governance pinpointed for reform.
