This publication describes the legal framework for transfrontier co-operation and highlights a number of good practices and methodologies aiming at implementing transfrontier cooperation actions between territorial and local authorities located on the territory of the Council of Europe member-states.


  Second Cross-Border Discussions:
"From INTERREG III to the European territorial cooperation objective: new context, new challenges, evolving professions"
Kehl, 30th of November and 1st of December 2006

The INTERFORM project, as European network for training and research into cross-border practices, proposes seminars and training opportunities. The overall objective of the Discussions is to record and disseminate knowledge of cross-border cooperation by comparing the points of view of researchers and practitioners.
Theses second Discussions offer an opportunity to debate on the following issue:
With effect from 1 January 2007, the system of support for cross-border, transnational and inter-regional cooperation actions in Europe becomes a strategic objective in its own right, that of “European territorial cooperation”.
This change clearly affirms the integration of cross-border procedures into an overall policy of “balanced, harmonious and sustainable development” of the European territory.This means that the implementation of new programmes and the eligibility of projects will be governed directly by overall development requirements, including through alignment with the Lisbon and Gothenburg objectives.

  Seminar on the new European Grouping of Territorial Cooperation (EGTC), 16 November 2006, Metz, France

Mot is organising a seminar on the new EGTC on 16 November 2006 (Metz, France).
The EGTC is a new legal instrument under European law. The community regulation introducing the EGTC was published in July 2006. It is intended to facilitate the management of community programmes and the implementation of cross-border cooperation actions.
The objective of the seminar is to present this new structure, its interest for cross-border cooperation and the new prospects that it opens up.
