- The Committee of the Regions' White Paper on multilevel governanceThe
Committee of the Regions (CoR) adopted a White Paper on
“multilevel governance” which defines two major strategic
objectives: “encouraging participation in the European process
and reinforcing the efficiency of Community action”. To achieve
this, the document invites Community institutions to increase the
involvement of territorial authorities in the implementation of their
policies. EUROMOT
has contributed to the public consultation organized on this
document until December 2009. This EUROMOT contribution
advocates better consideration of cross-border areas.

declaration of the
conference on "Practical approaches
towards effective European transfrontier co-operation" is available6 and 7 July 2009, Maastricht (Netherlands) This
conference was organized by the City of Maastricht, the Province of
Limburg and the Associations of Netherlands Municipalities in
co-operation with the Netherlands Ministries for the Interior and
Foreign Affairs and the Council of Europe. The conclusions of this
conference are
expected to contribute
to the
work of the Congress of Local and Regional Authorities of the Council
or Europe, in
the context of the
drafting of the
third
protocol to the
Madrid Outline Convention (by
the Council of Europe's Committee
on Local and Regional Democracy).
[Depending on progress
made on the draft text, the
Council of Europe Conference of Ministers responsible for Local and
Regional Government which will
take place in November in The
Netherlands (Utrecht) could be a good opportunity to open the Third
Protocol for signature and ratification by member states of the Council
of Europe].

of the European Union Conference summary - "Cross Border Cooperation for Dynamic Labour Markets" 1 and 2 July, Kiruna (Sweden)
A conference for some 70 European delegates was held on the theme of
how cross-border cooperation between public employment services,
companies and education providers creates good conditions for
job-seekers to move between countries and for employers to find
competent labour.

A White Paper to put multilevel governance on the European agendaBy
adopting a White Paper for the first
time in its history, the CoR has given a political signal shortly after
the European elections and just before the renewal of the European
Commission. As proposed by CoR president Luc Van den Brande (BE/EPP)
and first vice-president and Mayor of Dunkirk Michel Delebarre
(FR/PES), the White Paper on multilevel governance calls on the EU
institutions and Member States to step up the involvement of local and
regional authorities in the preparation and implementation of EU
policies.

The
“Manifesto for cross-border cooperation in Europe”,
first
publication of EUROMOT*, the European network of cross-border local
authorities established in November 2007, contains practical
recommendations for making progress on cross-border cooperation in
Europe. Within
the framework of the
upcoming French presidency of the European Union, which begins in July,
the Manifesto will contribute to restoring the full measure of the
European commitment. It is addressed officially to the European
institutions and national governments of the succeeding European
presidencies.
The
recommendations of the
Manifesto were produced by the twelve topic-based workshops of the
Lille conference in November 2007. The workshops were prepared over the
preceding year by specialist working groups and highlighted the issues
and projects of cooperation in Europe topic by topic in order
to produce
operational recommendations.
