Taking stock of the developments in this field over the last decade, the resolution stresses the flexibility of this form of co-operation which does not require the creation of additional administrative levels and which can be organised in different ways, through formal or informal agreements. In particular, the resolution invites territories to set up or adhere to cross border co-operation structures in which they can join forces to benefit from the mutual experiences and best practices on specific issues, such as provision of healthcare or environmental protection.
